STATE-SUPPORTED LOAN (VALSTYBĖS REMIAMOS PASKOLOS)
A state-supported loan is a student loan guaranteed by the Lithuanian government. The guarantee is provided by the State Study Foundation, which serves as the loan’s security. Loan agreements are signed with the designated partner bank that issues these loans under favorable conditions.
Loans are granted for one academic year at a time, and students must reapply each year. The bank provides the loan only to students who have received a state guarantee for a specific amount. Students must submit their applications for the guarantee electronically to the Foundation within the announced deadlines.
Types of state-supported loans:
- Tuition fees;
- Living expenses;
- For partial studies abroad (ERASMUS).
Students may borrow from banks under favorable conditions with a state guarantee. General conditions for state-supported loans:
- Students may apply for a new loan each academic year.
- For loans covering tuition fees or partial studies abroad, interest may be paid by the state for all loan recipients. Students who wish to decline state-funded interest compensation must submit a written request to the Foundation.
- Even after signing the credit agreement, students may cancel any unused portion of the loan at any time.
- Loan repayment start date:
- For agreements signed before 2024 – repayment begins 12 months after graduation or termination of studies.
- For agreements signed from 2024 onward – repayment begins 24 months after graduation or termination of studies.
- The maximum loan repayment term is 15 years.
- Loans have a variable interest rate: EURIBOR (Euro Interbank Offered Rate, calculated by the European Banking Federation) plus the bank’s margin specified in the loan agreement.
- Loans are repaid using the linear method, meaning interest is calculated only on the disbursed and outstanding loan balance.
- In case of early repayment, interest is charged only up to the repayment date.
- Once the repayment period begins, borrowers may request a postponement of loan repayment. The borrower must first contact the bank to arrange the postponement. If no agreement is reached, and the borrower’s average monthly income per family member over the past six months is no more than 50% higher than the state-supported income level (not exceeding 331.50 EUR in 2025, with the state-supported income level set at 221 EUR), the student may apply to the State Study Foundation for assistance.
State-supported loans are not available to:
- Students whose total amount of existing and newly requested state-supported loans (excluding interest) exceeds 35,350 EUR. This limit may be increased only in exceptional cases (e.g., for programs with high tuition fees). Requests to increase the limit can be submitted only during the loan application period for that academic year;
- Students who have suspended their studies or are on academic leave;
- Students who have already received loans for two completed or discontinued study programs at the same level (bachelor’s, master’s, residency, or professional studies);
- Students who have failed to meet obligations under previous state or state-supported loan agreements;
- Students who are undergoing personal bankruptcy proceedings;
- Foreign nationals, except for:
- Citizens of the European Union, European Economic Area, or the Swiss Confederation;
